Opportunity Scholarship Tax Credit (OSTC) Program Notification

The Pennsylvania Department of Education has notified the Galeton Area School District that at least one district school has been identified as a low-achieving school for purposes of the Opportunity Scholarship Tax Credit (OSTC) Program, based on 2024–2025 school year assessment results.

About the OSTC Program

The OSTC Program was established in Pennsylvania law to provide scholarship opportunities for eligible students who live within the attendance boundaries of designated low-achieving schools. Eligible students may apply for scholarships to attend a participating public or nonpublic school.

A “low-achieving school,” as defined in state law, is a public school that ranks in the lowest 15% statewide based on combined mathematics and reading scores from state assessments in the prior school year. This designation is specific to the OSTC Program and does not represent a federal accountability designation such as CSI, ATSI, or TSI.

Parent Notification

The district has sent required notification letters to:

  • Parents/guardians of students currently attending the identified school

  • Parents/guardians residing within the school’s attendance boundary

  • Parents/guardians of incoming kindergarten students who are registered or are in the process of registering
